How do litigants and advocates find a court that runs online, round the clock? An independent study of the 24×7 ON Courts pilot.

The question

The 24×7 Open and Networked Courts (ON Courts), piloted by the Kerala High Court at Kollam and supported by PUCAR (Public Collective for Avoidance and Resolution of Dispute), lets people file cases online and gives litigants, lawyers and clerks their own logins to follow cases in real time. It promises faster, easier access to justice. We wanted to know how it works for the people who use it.

What we did

We ran an independent study, interviewing litigants and advocates who had used the system. Semi-structured interviews covered four areas:

  • Awareness and access
  • User experience
  • How well the services work
  • Ideas for improvement

A team of four interns carried out the field interviews and the analysis.

What came of it

The study showed both the promise of the ON Courts model and the challenges it still faces, and gave PUCAR practical recommendations to improve the system. It fits our wider aim: public systems designed around the citizens who use them.
